I was wondering what were these loud noises in downtown Little Rock, Arkansas on April 13, 2016. Where they produced by army jets?

Yes most probably. I found that in the news:

Three F/A-18 fighter jets passing through the area landed at Bill and Hillary Clinton National Airport on Wednesday afternoon to fill up on fuel, with their arrival being heard throughout downtown Little Rock.

Cheri Pritchard, chief of community engagement at the Little Rock Air Force Base, said it is not uncommon for military aircraft to stop in Arkansas’ capital city while traveling to parts of the U.S.

The F/A-18s could be heard traveling over the downtown area shortly after 1 p.m.
