What is this mystery noise that is keeping residents up at night in Forest Grove, Oregon?

Neighbors are trying to determine what is causing a loud alarm-like sound to randomly ring since now two weeks in Forest Grove, Oregon.
The alarm-like noise is annoying and incredibly loud.
