A 2010 Defense document compiled by USAF COUNTERPROLIFERATION CENTER; CPC OUTREACH JOURNAL, Maxwell AFB, Alabama clearly states that a US-funded biolab opened around June 17, 2010 in Odessa, Ukraine:
“U.S. Sen. Dick Lugar applauded the opening of the Interim Central Reference Laboratory in Odessa, Ukraine, this week, announcing that it will be instrumental in researching dangerous pathogens used by bioterrorists.”
The high-risk lab was the first built of a series planned under the Nunn-Lugar Cooperative Threat Reduction program:
“The level-3 bio-safety lab, which is the first built under the expanded authority of the Nunn-Lugar Cooperative Threat Reduction program, will be used to study anthrax, tularemia and Q fever as well as other dangerous pathogens.”

Plans for facility in 2005 started after Obama entered partnership with Ukraine:
“The continuing cooperation of Nunn-Lugar partners has improved safety for all people against weapons of mass destruction and potential terrorist use, in addition to advancements in the prevention of pandemics and public health consequences, Lugar said.
“Lugar said plans for the facility began in 2005 when he and then Senator Barack Obama entered a partnership with Ukrainian officials. Lugar and Obama also helped coordinate efforts between the U.S and Ukrainian researchers that year in an effort to study and help prevent avian flu.“

In one of his presidential speech, Obama recalls a visit to such strange and mysterious labs where workers were showing him small tubes containing Anthrax and other highly dangerous pathogens like the plague:
So what is the Nunn-Lugar Act?
“The Nunn-Lugar Act, which established the Cooperative Threat Reduction Program, was established in 1991. Since that time it has provided funding and assistance to help the former Soviet Union dismantle and safeguard large stockpiles of nuclear, chemical and biological weapons. The program has also been responsible for destroying chemical weapons in Albania, Lugar said.”
So it actually means that this Nunn-Lugar Act is a program funding research in nuclear, chemical and biological weapons…
Now, is it really so outlandish that the Russian people might not want a Western backed puppet regime with biolabs and weapons provided by the US as their next door neighbor? I mean, do you really think that if Mexico or Canada was pulling that crap that the US wouldn’t do something about it?

what is the point of these “labs” if they are just storage facilities? if the
‘”threat reduction” was to destroy pathogens,of what need is there for biolabs? sounds like doublespeak.
Why are there 300 of these ‘reductions’ centers across the world run by US- in places that NEVER had them previously? Evil. Hiding behind a reduction plan. Like the FBI do CONTINUOUSLY where they set up, plan and entrap Muslims or white ‘supremecist’ mentally ill teens to carry out “terrorist acts” they never would have done without the implementation of the FBI.
Looks like we can trace it all back to obama.
