This sound is similar to one heard earlier in Kiev, Ukraine.
The author comments:
I heard these sound in August 2011 but it was early in thr morning or at 6-7 pm. I wasn’t lucky to record them as it happened just several times.
Now I finally did it but these sounds were at daytime, like waves, for 3-4 minutes, about 3 times. No construction sites in neighbourhood, car sounds are clearly separate.
